Zukunft schaffen durch eine gute Gesundheitsversorgung

Unsere Kritik am HRS-Projekt erklärt:

In der letzten Gemeinderatssitzung dieser Legislaturperiode am 27. Mai wollten die Majoritätspolitiker noch schnell das (neu verhandelte) Memorandum d’entente mit der Fondation Hôpitaux Robert-Schuman zum Bau einer Krankenhaus-Zweigstelle auf dem heutigen Gaston-Stein-Parking unter Dach und Fach bringen. Leider war unter diesen Umständen eine sachliche Diskussion über den Bedarf an medizinischer Versorgung in der Gemeinde nicht möglich.

Wir, déi gréng, sind nicht gegen eine Verbesserung der medizinischen Versorgung für unsere Einwohner, sind aber sehr skeptisch dass das HRS-Projekt der richtige Weg ist – eine Skepsis die von vielen Medizinern und Fachleuten, mit denen wir gesprochen haben, geteilt wird:

Warum?

Werden die Bewohner der Gemeinde Junglinster das Versprochene bekommen können?

• Mehr Arztpraxen von Spezialisten? Vielleicht. Unter der Bedingung dass sich Ärzte finden, die die recht hohen HRS-Mieten für eine zusätzliche oder eine neue Praxis-Zweigstelle in Junglinster bezahlen wollen.
• Mehr Praxen von Allgemeinmedizinern? Eher unwahrscheinlich.
• Ein Zentrum der HRS-Präventivmedizin ? Wird sicherlich kommen, ist aber in erster Linie für Firmen und deren Angestellte konzipiert. Sogar wenn diese Spezialisten Sprechstunden für andere Patienten anbieten würden, bleibt die Tatsache dass diese privatwirtschaftliche Abteilung vor allem externen Publikumsverkehr mit sich bringt.
• Eine Radiologie-Abteilung, mit IRM? Sehr, sehr unwahrscheinlich. Da Junglinster nur 15 Minuten vom HRS Kirchberg (und von Grevenmacher) entfernt ist, macht das kaum Sinn. Sogar wenn diese Abteilung käme, kann man nicht davon ausgehen, dass Bürger der Gemeinde schneller einen Termin bekämen als andere.

Wird das Projekt HRS umgesetzt werden? Wenn es nach HRS ginge, sicher! – die Verwalter von HRS werden sich ein Gemeinde-Grundstück in bester Lage zu diesen günstigen Konditionen sicher nicht entgehen lassen.

Aus unserer Sicht bleiben zusätzliche Fragen ungeklärt: wie genau soll das vorgesehene Parkhaus unter dem HRS-Gebäude den Parkplatzbedarf vom aktuellen, kostenlosen Gaston-Stein-Parking auffangen, wenn dieser verschwindet?

Wie soll das vermehrte Verkehrsaufkommen in diesem Areal geregelt werden – besonders wenn das Projekt des Einkaufszentrums “Junglinster Avenue” (Laangwiss 3) mit 49000 m² auf 10 Etagen in unmittelbarer Nachbarschaft zeitgleich entstehen wird?

Notre critique du projet HRS expliquée :

Lors de la dernière séance de ce conseil communal, le 27 mai, les responsables politiques ont vite fait voter le mémorandum d’entente (renégocié) avec la Fondation Hôpitaux Robert-Schuman pour la construction d’une antenne de l’hôpital sur l’actuel parking Gaston-Stein. Malheureusement, dans ces circonstances, il n’a pas été possible d’avoir une discussion objective sur les besoins en soins médicaux dans la commune.

Nous, déi gréng, ne sommes pas opposés à une amélioration des soins médicaux pour nos habitants, mais nous sommes très sceptiques quant au fait que le projet HRS soit la bonne voie – un scepticisme partagé par de nombreux médecins et professionnels de la santé avec lesquels nous avons discuté :

Pourquoi ?

Les habitants de la commune de Junglinster pourront-ils obtenir ce qui leur a été promis ?

• Plus de cabinets de médecins-spécialistes ? Peut-être. A condition que des médecins acceptent de payer les loyers assez élevés de HRS pour un cabinet supplémentaire à Junglinster.
• Plus de cabinets de médecins généralistes ? C’est plutôt improbable.
• Un centre de médecine préventive HRS ? Il verrait certainement le jour, mais il est conçu en premier lieu pour les entreprises et leurs employés. Même si ces spécialistes proposaient des consultations pour d’autres patients, il n’en reste pas moins que ce service privé implique surtout une fréquentation externe, amenant plus de trafic de voitures.
• Un service de radiologie, avec un IRM ? Très, très improbable. Comme Junglinster n’est qu’à 15 minutes du HRS Kirchberg (et de Grevenmacher), cela n’a guère de sens. Même si ce service venait, on ne peut pas partir du principe que les citoyens de la commune obtiendraient un rendez-vous plus rapidement que les autres.

Le projet HRS sera-t-il mis en œuvre ? Si cela dépendait de HRS, certainement ! – les administrateurs de HRS ne laisseront certainement pas passer un terrain communal si bien situé à ces conditions avantageuses.

De notre point de vue, des questions supplémentaires restent sans réponse : comment au juste le parking prévu sous le bâtiment HRS pourra-t-il absorber les besoins en places de stationnement de l’actuel parking gratuit Gaston Stein, si celui-ci disparaîtra ?

Comment gérer l’augmentation de circulation de voitures dans cette zone – surtout si le projet de centre commercial “Junglinster Avenue” (Laangwiss 3) de 49000 m² sur 10 étages sera construit en même temps à proximité immédiate ?

Shaping the future through good health care

Our criticism of the HRS project explained:

In the last municipal council meeting of this legislative period, the majority politicians quickly wrapped up the (renegotiated) “memorandum d’entente” with the Fondation Hôpitaux Robert-Schuman on the construction of a hospital branch on the current Gaston Stein parking lot. Unfortunately, under these circumstances, a factual discussion about the need for medical care in Junglinster was not possible.

We, déi gréng, are not opposed to improving medical care for our residents, but we are very sceptical that the HRS project is the right way forward – a scepticism shared by many medical professionals and experts we have spoken to:

Why?

Will the residents of the Junglinster community be able to get what is promised?

• More medical specialists? Maybe. On condition that doctors can be found who are willing to pay the rather high HRS rents for an additional or a new branch practice in Junglinster.
• More general practitioners? Rather unlikely.
• An HRS preventive medicine centre ? Will certainly come, but is primarily designed for companies and their employees. Even if these specialists were to offer consultations for other patients, the fact remains that this private-sector department would mainly bring in external public traffic – with their cars.
• A radiology department, with IRM? Very, very unlikely. As Junglinster is only 15 minutes away from HRS Kirchberg (and Grevenmacher), this hardly makes sense. Even if this department came, one cannot assume that citizens of the municipality would get an appointment faster than others.

So: Will the HRS project be implemented? If it were up to HRS, sure! – the administrators of HRS will certainly not pass up a community plot in a prime location at these favourable conditions.

From our point of view, additional questions remain unanswered: how exactly is the envisaged car park under the HRS building supposed to absorb the parking demand from the current, free Gaston Stein car park – when it disappears?

How should the increased traffic volume in this area be regulated – especially when the project of the shopping centre “Junglinster Avenue” (Laangwiss 3) with 49000 sqm on 10 floors will be built in the same area at the same time?
