The municipality is also responsible for energy procurement, not only for municipally owned buildings. We stand for a visionary, climate-friendly, and proactive energy policy.
- We want to use and support the full potential within our municipality for the production, use and storage of renewable energy, e.g., inter-municipal or in cooperation with citizen energy cooperatives.
- We want to increase our commitment to e-charging stations in public spaces and install photovoltaic systems in municipality-owned car parks like Op Fréinen.
- For longer-term planning, we strive to create a priority plan for renovating all municipal buildings and increasing the renovation rate of old buildings to achieve our climate targets.
- We support purchasing protected buildings, such as “Borrig’s Schlass”, to put them to public use, for example, “Tiers-Lieux”, after energy renovation.
- We plan settlement projects to be climate-neutral, energy self-sufficient and as energy-efficient as possible, which starts with planning the orientation of the buildings and roads. In projects with a large number of housing units, the construction of a heat and energy centre should be planned.
- Support for citizens to renovate their own homes and buy and repair energy-efficient household appliances should not only be financial. We also want to make it more accessible through easy advice, comprehensible communication and the establishment of pragmatic solutions, such as repair cafés and barter exchanges.
- The municipality should promote LED lighting throughout the municipality to save energy and counteract the general light pollution in our villages with the involvement of the technical services of the municipality and the residents. Therefore, municipal regulations should be adapted.
- Consistent and systematic energy accounting by the various municipal services of their heating energy and electricity consumption should identify potential savings.
- We think that the municipality of Junglinster must uphold its responsibility to guarantee the national energy supply in the long term – but this must not be at the expense of our citizens and the environment.

Practical measures for more climate protection and quality of life!
We want to implement a multitude of concrete, practical measures that link climate protection and the quality of life of citizens:
- We are consistently revising the PAG regarding green urbanism and sustainability.
- We are establishing green belts in our localities and linking green spaces and building areas within and outside the localities to create natural corridors and prevent a progressive wild urban sprawl in our municipality.
- We are systematically greening our villages and planting more tall trees, hedges, shrubs, and quality green strips along roads, pavements, and in village squares. In addition, we are expanding parks and supporting building greening on facades and roofs.
- Through the additional greening, we provide cool relief places that counteract the rising summer temperatures and which, at the same time, serve as meeting places.
- We set up drinking water dispensers at central public places.
- Together with the citizens, we are revising the list of high-trunk trees in the municipality that are worthy of protection.
- Following the principle of the “edible city” or “urban gardening”, we should use green spaces multifunctionally by enhancing the urban space with edible shrubs or herb beds and making them available to citizens through sponsorships.
- We will split the current “Service technique” of the municipality into two independent departments “, Service du Développement durable et de l’Urbanisme” and “Service des bâtiments et des infrastructures” to be able to implement measures more quickly and in a more targeted manner.

For a green and lively center of Junglinster
We stand for creating and implementing an overall intelligent concept for the village centre of Junglinster, which should (again) become a meeting place for citizens of all generations – with pleasant green and leisure areas.
- This concept must not (only) be created by costly, external planning offices but must emerge from the middle of society – in a lively process of idea generation.
- A timely balance sheet of the Residential Parking will be drawn up with the residents and businesses concerned to adjust it if necessary.
- We will revise the current parking key and the parking concept of the municipality – one of the reasons for the “parking garage disaster” – and adapt it to the mobility needs of the future. Furthermore, for new and alternative projects, we will change the parking key to reduce the number of parking spaces in the long term. In this way, we promote a new concept of public parking: parking spaces are used more flexibly today and can be redesigned for other purposes in the future.
- Planning security for construction projects must ALWAYS go hand in hand with long-term, accurate and cost-efficient financial planning in the municipality in the future!
For more quality of life in all our villages
- We ensure lively villages with a village centre as a meeting place for all citizens. To this end, we adapt spatial planning (via PAG and PAP) so that the important facilities and services for daily needs, shopping, schools, offices and public transport can be reached on foot or safely by bicycle.
- To respond to the current housing shortage, we need a greater variety of housing structures and construction methods: with this in mind, we want to actively support innovative concepts such as modular buildings, building communities and tiny houses. In the future, we will support alternative forms of housing, such as shared apartments and multigenerational houses.
- The realization of this urbanistic vision can only succeed if eco-friendly means of transport are given priority in our community. This includes redesigning various current 30 km/h zones in residential areas accordingly (“zone d’habitation à 20km/h”).
- Example Eschweiler: Through our efforts, together with the village’s residents, we prevented the expansion to 24/24-hour delivery at EKABE/Lactalis and the resulting even greater through traffic. This does not mean all the problems caused by heavy transport are off the table. We are familiar with the issue in its global complexity, and we are looking specifically for various approaches to solutions in discussion with the state authorities. Complex issues require complex, intelligent answers – and that is what we are facing up to!
- Example Beidweiler: We are committed to preserving the village centre of Beidweiler and creating a multifunctional, green meeting place for young and old with concrete, pragmatic solutions. In the sense of the basic idea of the Land Development Act PDAT and, above all, in dialogue with all village inhabitants. We should protect what is still to be preserved!
- In general, for all villages of the municipality, we focus on a regular dialogue with the inhabitants to consider their needs, problems and suggestions in the village development. The villagers are the experts in this matter and must be taken seriously.
Bicycle paths and cycling infrastructure for all people!
- We are committed to improving and expanding the community’s current and future cycle lanes and related bike parking. In doing so, we strive to meet the needs of commuters, of families and their children, of cargo bike riders, of all people who want to use their bicycle daily and more often as a real alternative to the car. The shortest way is always the best for bicycles, but it must also become the safest way!
- We advocate for winter-safe lanes and parking facilities with roofing, as well as for reworking all possible bike lanes for cargo bikes with a larger radius, for example, in curves. For this purpose, it is necessary to remove useless polders, barriers and too-high sidewalks – these are dangerous obstacles not only for cargo bikes but also for wheelchair users, people with walking aids or larger strollers.
- With the help of a user commission, the list of obstacles, damaged sections and dangerous spots should be quickly compiled, repeatedly adapted and promptly remedied.
- We advocate a continuous extension of the bicycle path PC2 from Luxembourg/City to Echternach, especially for bicycle commuters to Luxembourg/City or Kirchberg: in cooperation with the Ministry of Transport and the municipality of Niederanven, we want to succeed that this busy bicycle path continues in the future (at the intersection near the football pitch Hostert) along the Rue du Grünewald continuously and safely to Senningerberg.
- We want an all-encompassing information campaign and mobilization to make using the bicycle in everyday life attractive, with new ideas, e.g. a week of safe travel to school by bicycle. With the expected increase in the number of bicycles, the safety of all users of the roads must be taken into account, for example, by providing different lanes for pedestrians and bicyclists in the centre of Junglinster.
- Traffic education in schools and the competent and complete organization of the “Coupe scolaire” is a top priority for us.
- A coherent concept of “mobilité douce” around the planned Bourglinster school complex is very important. We advocate that the connecting route Altlinster – Bourglinster is provided with a safe bicycle lane.
For significant endorsement of public transportation!
In recent years, we repeatedly have and concretely advocated for improving RGTR bus connections for the municipality of Junglinster. In almost all points, our requests were followed by implementation by the Ministry of Transport: bus routes were redefined, new ones were created, the connection to the city was clearly improved, and bus stops were added (again). The municipality of Junglinster cannot avoid its responsibility here: Bus stops are essential for public and municipal transport use.
- We demand a safety screening of all bus stops, especially those for school transport, and a timely improvement of the existing stops.
- With the involvement of all those concerned, i.e. bus users, residents, school bus attendants and local safety experts, as well as the technical service, concrete results can be achieved quickly without spending much money on etudes.
- The journey times and routes of the municipal shuttle bus should be globally evaluated and, if necessary, better adapted to the users’ needs to avoid empty runs as much as possible.
- The “slow bus” must also be made accessible to wheelchair users; anything else discriminates against this population group.
- For redesigning the N11 and other public road projects, the opinion of those affected and the residents are essential. Road construction is not only about technology but also about the people who will use these roads. And about common sense! Unclear stops and crossings, too high and ultimately dangerous pavements should be avoided.

For a reasonable and green development of the business and industrial zones!
The current Laangwiss III project, with its vast dimensions in shopping and parking areas, without considering ecological and sustainable aspects, seems to be an utterly backwards-looking project whose long-term effects on the environment and traffic in Junglinster are not yet conceivable. Therefore, we are critical of the project in its current dimensions and are committed – as far as possible – to revising the entire plan.
- We were and are against sudden changes to the PAG and reclassifying building plots that primarily serve the commercial interests of private investors.
- We advocate an ecologically and economically prudent development of industrial areas and shops that considers the real needs of the region’s residents and the range of services already offered by existing businesses and shops.
- We support businesses and public institutions to manage their waste in a value-preserving way and to avoid waste in general (e.g. through packaging).
- New possibilities for cooperation, communication and sustainable development, such as providing areas for photovoltaics and e-charging stations, green spaces and bicycle parking, should be discussed with the existing businesses and business centres. To this end, the municipality should actively seek and promote opportunities for better networking and synergies between business people, e.g. through appropriate communication tools.
- The municipality needs to support local shops and businesses by contracting out its purchases and orders to them where possible and informing citizens about existing commercial opportunities.
- We will explore the concept of the Common Good Economy with citizens and see if the model is feasible for our community.

Together against the project “Waasserfabrik” in Grolënster! For sounder protection of the spring and groundwater!
In the spirit of sustainability and climate protection: we oppose the project of a mineral water bottling plant at the entrance of Graulinster. We are the only party in the municipal council, together with the Mouvement écologique and the concerned residents of Graulinster, to have expressed a “formal opposition” to the project. We will continue to oppose the current project at all possible levels.
- We demand that large-scale industrial and commercial projects be discussed openly and with all arguments, with the population, within the commissions and in the municipal council before it comes to hasty decisions with long-term consequences for the municipality, its inhabitants, our environment and the municipal finances.
- In general, we strengthen the security of supply and the quality of drinking water by reactivating municipal drinking water sources and preventing waste or pollution of existing sources and drinking water. Water is a valuable common good that needs to be protected much more in the future!
- We are examining concrete measures to make water for irrigation of vegetable cultivation or livestock supply more easily accessible to our citizens in the spirit of sustainability.
Environmental protection and nature preservation in the municipality!
In environmental protection and nature conservation, we want to move away from mere lip service. We need more than to attach ourselves to existing initiatives (such as SIAS). No, as a large municipality, we must boldly move forward with our initiatives and implement them.
- In our schools, innovative nature education projects should accompany the children in their experience and understanding of nature and its protection: in the knowledge that you protect what you love and you love what you know. A nature educator should help children experiment and experience in forests, by streams and in the school garden, together with the teaching staff and the nature administration. At a later stage, this project can be extended to associations and older people.
- The so-called “Naturcrèche” is to be extended to ” Bëschcrèche” and “Précoce” classes and implemented with nature education concepts in small groups.
- For this purpose, plots of land are to be leased, purchased and set up accordingly by the municipality (e.g. Borrig’s Schlass Park).
- Car parks, schoolyards and public playgrounds should be designed as close to nature as possible and planted with shady trees.

For good health care, against “blind” support of the HRS project
- We are critical of selling municipal land to private investors – without added value for the general welfare of our citizens.
- We are pleased to note that the municipality currently has many medical and paramedical practices – thanks to the personal and financial commitment of the medical professionals active here. Because of this and the direct connection to Kirchberg, our community is well provided for in health matters. We want to continue this at the local level.
- We want to support what already exists by improving how the municipality communicates information about medical services and by networking the services with each other.
- We specifically advocate for creating a second pharmacy in the municipality.

Many students and many schools need a lot of support from our politics!
- We want to support teaching staff and care structures to ensure high standards: we want to achieve this through pedagogical room design, small groups and intelligent building planning. Furthermore, we want to continue strengthening the synergies between the school and Maison-Relais; if necessary, the municipality should intervene as a mediator.
- To this end, we are creating a “Service scolaire et des activités parascolaires” to improve coordination and communication between families, schools, structures and their representatives.
- Families of all constellations should be better supported by the municipality in their daily organisation and promotion of the children: To this end, the opening hours and timetables of the different structures within the municipality must be better aligned.
- We support the teaching and care staff in implementing the PDS (“School Development Plan”) and ensure that the municipality participates as a constructive partner.
- We continue to support the early music education courses and want to focus more on consistent and continuous swimming lessons and traffic education within the school and care structures – for all pupils, regardless of the family’s financial means.
- The future “nature crèche” and other childcare structures should not only bear the name “nature” for tokenistic purposes. They should become real places of learning.
- We consciously promote educational work in sustainable development by involving pupils, teachers and parents in projects that contribute to the energy transition’s success and thus to climate protection (e.g. repair and re-use; circular economy).
- In the future, synergies between the schools of the municipality of Junglinster and the International School Junglinster should be strengthened or developed to promote exchange and cooperation between teaching staff, educators, parents, children and the municipality.
- The safety of children in school structures of the municipality as well as in school transport, playgrounds and bus stops, should be checked with internal and external experts and, if necessary, improved with pragmatic, technical solutions.
- School routes by bicycle or on foot will be adapted across the board in such a way that the safety of children is the absolute focus – but also in such a way that as many families as possible forego the car for the way to school and use the bicycle or “pedibus” in everyday life. Bourglinster, with its newly planned school complex, is to become a showcase project in this respect.
It’s about time to take the youth in our municipality’s politics seriously!
- We take the needs and rights of young people seriously and create interesting exchange forums and democratic participation opportunities for younger citizens through a youth forum or interactive workshops. Self-determination and participation in decision-making is what we want for young people.
- We actively promote the creation of attractive meeting places for young people, in the centre of the villages, in the heart of social life – complementary to the existing clubs and youth centre offers. In addition, an innovative local economy and the cultural scene also provide more support for young entrepreneurs and artists through pop-up shops and spaces for start-ups and culture.
- Public sports facilities in the municipality, such as beach volleyball and football pitches, should be continuously accessible for young people. In addition, the existing offer is to be expanded by outdoor sports pitches.
- We need a solution for the cramped premises of the local “Scouts”, e.g. by upgrading the “Baltes” Home, with the municipality’s support, and creating additional space for outdoor activities and indoor studios near the Home.
- Through various measures, such as free access to sports facilities and financial support for social and cultural activities, we want to give young people from low-income households in particular, the opportunity to participate in social life and get active.
- With a free Interrail ticket on their 18th birthday for all young people, they should be able to discover Europe.
- More recreational opportunities are to be open to young people, thanks to a youth pass allowing everyone under 25 to benefit from reduced fees in the municipality.
- Students and young professionals will no longer be forgotten regarding affordable housing.
- We take children’s and young people’s mental and physical well-being seriously. We are expanding the range of support and awareness-raising on addiction and violence prevention issues and mental health in general at the municipal level.
For a different policy for senior citizens!
- We advocate that all generations of Club Senior and other meeting places will move away from Beidweiler to the centre of Junglinster. Older people should find themselves in the centre of social life, in places that are easy to reach by public transport.
- Besides the Club Senior, the offer will be extended to several informal, intergenerational meeting places for seniors of all backgrounds, such as the Tiers-Lieux Ôpen.
- The “Senior*innendag” in the municipality of Junglinster and other activities should be offered free of charge or at low cost, in the spirit of social justice and integration of all older citizens.
- We expressly support creative approaches to meeting and exchange between generations, such as “Poterbänken” (“Chatterbox benches”).
- Generally, we are concerned about removing structural barriers in public spaces and guaranteeing barrier-free, safe access to public transport. In this sense, we actively oppose a “stop-and-go” bus station – without bus shelters – along the main road in Junglinster, which can be dangerous and inconvenient, especially for older people.
Commemoration and collaboration with schools
In the wake of the “Stolpersténg” debate, where community leaders lacked understanding and tact on this sensitive topic:
- We advocate lively, multimedia and creative projects to elaborate the local history of the municipality of Junglinster and its former population, which actively involve pupils and young people and appeal to all generations.
- As a basis for elaborating the local history, we will establish a community archive administered by the municipality, bringing together the already elaborated topics of village life and their documents. The local archive will be expanded to include the extensive film and photo archives – currently in private hands – and, as far as possible, made accessible to the public. The educational and local historical reappraisal can include village development, local customs and festivals, or the Charlie railway line.
- We need to keep the memory of World War II and the victims of the Nazi regime alive. This cannot be achieved by avoiding debate! Therefore, the existing Stolpersteine should be placed in a historical context with information material and plaques after an appropriate debate.

For a lively and new meeting place at “Borrigs Schlass”
We want the “Borrigs Schlass” (Maison Schwall) in the historic core of Junglinster to become a vibrant meeting place for all generations and citizens, where activities and togetherness take place every day of the week.
We can imagine
- that the asbl Ôpen get a permanent place for their activities in a part of the Domaine.
- that establishing a makerspace or repair café with workshops will contribute to sustainable living.
- by moving part of the activities to the “Borrigs Schloss” premises, the Club Senior will come to where it belongs: “Op Loupescht”, in the centre of the community.
- that installing a kitchen or bakery could make the place a meeting place for different cultures.
- that there could be space to install a temporary artist residency or young “volontaires européens”.
We want to create space for creativity, exchange and nature experiences with strong ideas: Café with a terrace, a park with a sensory or herb garden and their processing in a kitchen, a rehearsal room for bands, a self-managed youth club, language courses…
For every new project, citizens are informed transparently about the project’s necessity, planning, process, and exact financial and political background.
For a strong village life with strong associations
- We promote a vibrant association life in the municipality of Junglinster by defining a contact person for all associations within the municipal administration who creates synergies within the organisers and simplifies, coordinates and democratises access to the halls and sports halls for all associations.
- Regular consultation hours and meetings for representatives of local associations and initiatives with the municipal leaders and the responsible personnel should ensure a better exchange and understanding of the problems and needs of the associations and lead to quick, pragmatic solutions and answers in the interest of village life.
- The municipality should get more involved with the associations – where desired – and could become a mediator, a provider of ideas, and support in logistics and communication.
- We want to focus on supporting all types of “Bénévolat”, especially among younger and foreign residents, for example, through appropriate advertising campaigns.
- Communication for and with the associations should generally be simplified and standardised. In addition to the print medium MAG, the associations’ communications should also be published on the corresponding internet platforms, in several languages, to reach all citizens.
Finally: For a bold cultural policy worthy of its name!
We stand for a competent, diverse and vibrant cultural policy in our municipality that includes all citizens’ creative and artistic talents and interests.
- We advocate the appointment of a “cultural coordinator” to promote and create synergies between organisers of cultural events. This person will have an advisory and supportive function for the efficient logistical and technical implementation of the events.
- New, exciting concepts should emerge in a lively, open dialogue between artists, citizens, the coordinator, the cultural commission and the municipality.
- Historically grown events, such as “Art’Lënster” and “Konschthandwierkerdeeg”, must be preserved but can be rethought conceptually and logistically in terms of sustainability.
- Efficient use of ALL buildings and places that can be used to host cultural events – even those not owned by the municipality, such as Burglinster Castle – should finally become a reality.
- A cultural calendar created by the cultural coordinator should provide more transparent information about events and avoid unfortunate overlaps.
Sport for everyone!
- Our municipality has various sports facilities, sports clubs and gyms – we want to continue supporting this. However, the sports offered should be open to all citizens, regardless of their financial possibilities. To this end, we want to expand the offer to include low-cost or free infrastructure and sports programmes.
- Infrastructures for outdoor and parcours sports should be expanded or built, for example, through an ecologically designed bump track for all cyclists. Here, too, citizens should first be consulted so that they can contribute their suggestions and needs.
- Targeted opportunities for sport and physical activity for people of reduced mobility of all ages should be implemented at sports facilities and playgrounds.
- Access to municipal sports facilities should also be made easier for citizens, not local sports club members.
- Cost-intensive initiatives such as the “Tour-de-Luxembourg” should be consistently accompanied by activities to promote cycling as an essential eco-friendly means of transport and popular sport, not just for the duration of the actual event. Furthermore, cooperation with the “Tour-de-Luxembourg” organisers should be discussed, especially in terms of sustainable development.
At the municipal level: social policy and integration
We are particularly concerned with integrating citizens with fewer financial resources or with few social contacts and providing them with concrete assistance in everyday life and for living together in our community:
- We will increasingly look for ways to make people on the margins of our society heard, understand their problems and find concrete solutions. Initiatives for the participation of all citizens and places of exchange, such as “Ôpen asbl”, should in future be an integral part of life in our municipality and therefore have a solid financial and logistical basis.
- At the municipal level, we will mobilise all resources to guarantee dignified and safe housing for every resident, especially those who are almost completely denied access to their own housing options due to the current crisis.
- The possibilities of creating different “ateliers protégés”, for example, with animals, and a “Cent Butték” (low-price grocery store) with regional products are to be explored.
- The promotion of fair trade is to become an integral part of the municipality’s environmental plan by participating in the “Fairtrade Gemeng” campaign. We thereby commit ourselves to the preferential consumption of fair trade products and raise awareness.
- We plan for new and, if feasible, existing playgrounds to include a device for children with a disability, such as a wheelchair swing. One detail, but an important one: communal playgrounds should be complemented by on-site toilets.
- In line with the planned “youth passport”, the introduction of “Chèques d’accueil et de solidarité” should provide low-income families with additional service and shopping opportunities at local shops, clubs (e.g. for equipment or membership fees), cultural events or service providers in the community.

For a proper citizens’ center in the community hall and better communication with all the citizens!
We stand for a modern, more efficient municipal administration that considers the future, complex and diverse needs of the municipality and all its citizens – in the interest of every single citizen and every single municipal employee.
- The extension to the municipal building will create a true “Bierger*innenzentrum” with efficient responsibilities and work processes that are clearly understandable to the outside world.
- We are creating new departments that meet the size and needs of the municipality and serve its development: a “Service scolaire et des activités parascolaires”, “Service du Développement durable et de l’Urbanisme”, “Service des évènements et de la culture” and a “Service des citoyens et de la communication”.
- Every citizen should be able to find an answer to the question “Where can I find what help, documents…?” on the municipality’s website within a few minutes in different languages.
- Each citizen’s application is entered and documented in the administration’s workflow until it is completely processed – in dialogue with the respective citizens, companies or associations. In this way, citizens can digitally follow up on their applications and submissions, such as building permits, and are informed about the processing status of their applications.
- The municipal administration is being adapted to the requirements of modern personnel management, with longer-term planning and objectives.
- The gradual restructuring of the municipal administration and its processes can only succeed by incorporating the skills and needs of the municipal staff and the population. We are committed to making service to the citizen one of the top priorities of the municipality.
Involve community commissions properly and take them seriously!
- We will revitalise the consultative municipal commissions and actively involve them again in municipal affairs: in exchange for ideas and decisions making in all critical areas in the municipality.
- The expertise, skills and interests of the members of the municipal commissions must be taken seriously again, and the commitment of each individual member must be appreciated. For us, this includes the political will to study the proposals of the various municipal commissions promptly and seriously and to take these proposals into account much more than before in the decision-making process.
- Fewer commissions should work in a more targeted and efficient way: each commission sets its goals with a corresponding timeline and scrutinises its work according to these guidelines. This promotes the motivation of the members and supports goal-oriented, diligent work.

- We are establishing representative citizens’ councils in which representatives from all villages of the municipality are to be represented. They will meet regularly and directly with the municipal council and the municipal administration and will be involved in the decision-making process.
- We reserve financial resources in the municipal budget for a citizens’ budget, enabling the residents to decide on and implement concrete projects to improve the living environment and coexistence, such as redesigning a village square or organising a neighbourhood festival.
- We also expressly support the personal commitment of citizens outside the existing associations, such as in local community initiatives, cooperatives or citizens’ initiatives in the municipality.
- With every new project, citizens are informed transparently about the necessity, planning, and process, as well as the exact financial and political background of the project.

An open and democratic society can only flourish if citizens can trust that their safety is ensured in their daily lives. At the municipal level, the right conditions must be created to grant citizens a safe living environment and a good neighbourhood.
- We are developing a local safety plan for our community in cooperation with the police, the social education services and the local authority leaders. This is to identify any risk factors and adapt the security plan accordingly.
- We support the CGDIS in finding a suitable site for the construction of a new fire station in order to guarantee the civil security of the municipality and the region in the long term.
- The municipality takes responsibility for preventive addiction and drug policy in cooperation with specialists and relevant regional actors and drafts an addiction prevention plan. This prevention plan is to be developed in cooperation with the national addiction prevention center, educators, street workers and social services.
